Lets be honest folks when I grew up I was told the police man is my friend.
The police man was their to help you and protect you from the criminals thus the term
protect and serve. Well, I grew up and I know that's pretty simplistic,
but a police man, police woman's, employing police department is judged by the public as only as
good as the lowest common denominator (police officer) which is the worst police
man , police woman, police officer.
Sheriff Howard has fired the Deputy in the Erie County Jail that failed
to do his Job and reset the alarm without investigating or telling
anyone to investigate when
Ralph Bucky Phillips escaped the Erie county prison in Alden NY on April
2,2006. I don't care what the union says in my opinion this man partly
caused or is complicit in the Murder of a NYS Trooper and the shooting of 2
more NYS troopers and from what is being said he tried to cover it up( he's
lucky the DA doesn't take to a Grand Jury). Hopefully this be a wake up call
to others in the Erie County Sheriffs
department and other Erie county police departments that you must do
your job right, if you want to keep your job and laziness,
unprofessionallism, and corruption will not be tolerated
by Sheriff Howard, and the sheriffs
department. You can't have community trust and

My response to the sheriff using the form on their site, that cut me off and mailed before I was finished, so I edited this to what my final draft would be. Why not just get the DNA of anyone who has been convicted of a sex crime no matter how small and the DNA of violent felons, and felons that used a gun to commit crime? Lets not forget those who plead out to lesser charge, as a part of there plea. I like what your site says about community policing, if it was ever applied correctly. All the things I complain about happened and are continuing to happen in Erie County, don't ask me for details, I'm honest but not that stupid. www.CopperSneak.com As I see it, according to state law the sheriff is Head of all police agencies in his county, he has the power to take over any agency he feels fit by declaring an emergency, therefore you are responsible for all the misdeeds of every police person, police officer, cop in Erie county, if one or more Local Villages, Towns, and City's police departments won't police themselves and let corruption run rampant in there police departments. I don't blame anyone for not wanting to blow their fellow police person, police officer, cop in, it's not good for moral, nobody wants to be a rat, a snitch, and go behind someone's back, but if as a police person, police officer, cop you go to your fellow police person, police officer, cop and tell him about your concerns and they don't stop what their doing wrong or seek consulting or admit to you they have a problem and are getting treatment, you have done all you could and are free ethically and morally and as a team player to report their behavior, its far worst for moral to let this stuff go unchecked. It's up to the sheriff to set up a division within the sheriff department to investigate complaints and allegations, and tips and hearsay about police misconduct in all police departments in your county. You should also be setting the rules when it comes to outside (moonlighting) employment for all police departments. Also you should be curtailing the practice of double dipping where a sheriff’s deputy works for other law enforcement agencies on the same day he works as a deputy, it's not safe to have somebody working for more than 16 hrs and be on the road driving, on the deputies day off fine. Though, it sort of goes counter to your argument of providing sheriff patrols without charging a town or village for those services. In fact what usually happens is those sheriffs deputies that do this work for villages and towns spend most of there time doing mutual aid calls( it's only logical there allegiance is to the sheriffs departments first and not the town or village they are working for), out of the limits of the village or town they are being paid by. The towns and villages with there own departments are using their tax payers dollars and paying for policing of neighboring jurisdictions that don't have their own police departments, in fact the county should be reimbursing towns and villages for mutual aid calls outside of their limits. If you want to know how credible I am click here! My point is we don't need to erode the civil liberties of everyone, and give away more power to law enforcement. If law enforcement where more preoccupied with doing their job, and following leads and tips and not preoccupied with the trappings of office, the car, the motorcycle, the 4 wheeler, the boat, the Gun, the badge , the respect they think they deserve and the perks of their position and the power of there position and sometimes abuse of it and politics and trying to get more power under the pretext of safety by eroding civil liberties of fellow Americans, maybe they would get more done, or prevent more stuff from happening. Just think of it when you see 30 police persons, police men, police woman, police officers, cops pursuing a car in California when there is already a police helicopter in the air following the perp, why do you need that waste of police person, police officer, cop power that could be doing something else? If every car stayed in their patrol area, the helicopter could radio the position that the car ends in and 1 or 2 police person, police men, police woman, police officers, cop cars could finish the job. Safer for all involved especially the general public. You never see 30 fire trucks going to a single alarm fire do you? It's ironic that fireman can get their jobs done without us inferring special status on them except going threw red lights in the truck, but law enforcement can never have enough power or tools or special status to content themselves, in fact it seems the more law enforcement gets, the less they get done. Comments, Suggestions, Questions about site. I am going to say that a good cop should be like the sheriffs deputy in the 7th floor PT 15- 2 PM on January 9th, 2007. He was an mid aged Italian guy. I prefer not to fight my battles in court, unless in small claims in Buffalo, the only place in NYS I can see their almost no bias. Your case is heard by an arbitrator, but I almost never lost their if I showed up; ok, I lost twice out of around 39 law suits. People try to get out of paying for non tangible services like advertising because they don't get to feel the product in there hands physically even if it works, so you are last to get paid unless they are smart and see the value. If you wanted to see lawyers burned and mad because they lost to you, this is the place. The thing is, it is other lawyers acting as arbitrators making the judgment. I have to say nothing is guaranteed and sometime you lose, I lose. If it's a toss up. I just let it go, but if you defrauded me, or my family on purpose, almost out right stole and don't settle when I offer or offer me $101 or something ridiculous' instead of owning up, hey I know people get desperate sometimes, I'll string it out make sure you pay your lawyer 10 times what you stole from me. I'll tell you that's what's going to happen too! I'll Report the lawyer for every infraction he makes to the bar and I might still win the new trail, the appeal, the second appeal, the 3rd, hey I might even take it to the supreme court. I have plenty of time and I wont hire a lawyer it not going to cost me anything. All the time you will be dealing with complaints to every federal state and private complaint organization there is and maybe multiple court orders, every taxing authority their is, plus every licensing authority their is, the attorney general ,and after 20yrs of that, I might lose interest, but the bureaucrats won't. Also I'll open a website about you and print truths about you and my opinion about you, your business, your life and every time you try to discredit my truthful opinion I just turn the flame up a bit more, I have a huge vault. Most people that read what I write must think theirs nothing to it, but there hidden meaning in everything I say and most often only the person I'm writing about will know what I am talking about unless you really screwed with me personally. Yesterday while in this same court, after trail. The hearing officer could quite understand that NYS law prohibits pawn shops from selling your pledge before notifying the properties owners, because quit frankly she probably never used a pawn shop and the defendants lawyer offered to pay $141.00 back to my brother on a computer system that was worth $1500.00 that I put together for him and I am still paying on. The $141 was the profits from the illegal sale, most people don't know that if a pawn shop keeps you property or auctions it off after first running 2 adds in the local paper after having your property and not receiving payment for it for 4 months, it use to be 6 months. The pawn shop has to return the profits of the sale over to you or the state of NYS unclaimed property department. Evidently Cash and Go Pawn Inc of Depew NY doesn't do either and keeps the money for themselves illegally. They also don't follow the law on many things. Because a pawn shop deals with peoples property that they bring in in desperation sometimes. NYS sate mandates open books, police and head of local government oversight and continuing education of pawn shop employees to prevent them from stealing your pledges and to keep them from dealing with stolen items and laundering money, but evidently in Depew NY no ones at the helm of the ship and also this hearing officer although a very bright young black woman could not comprehend they where fraudulently stealing $1500 out of our hands by illegal trickery, it against public policy in NYS to require a person to waive his right to a notice that's their to protect consumers and even if people do if you don't send that notice you have committed theft. Anyway after court I went and asked the opposing attorney if he wanted to make an offer and settle this before the ruling of the court came down. I was thinking of around $500, but would of settled for $300. Just because it is my policy is to always try to settle as the bible says. I ask him if he wants to settle because if I lose I will ask for a trail denovo( new trail), even if I win $141 that they admit they owe. He offers me $101 in a smart ass way. I tell him with his client standing there. I will make sure his client pays you more than I lost, I will tie this up in court and complain to every government agency there is. I am not going to let them perpetrate wholesale fraud on me my family or anyone else. Are you sure you don't want to settle. He tells me he's a good client, actually he tells his client he a good client. By this time where at the elevator and he gets an attitude don't get in the elevator with them, he doesn't want to talk to use any more. I say take the next elevator then. Then a cop from inside the court room we where just in comes up from behind he must of herd us discussing a settlement deal. He sticks his hand out and get between us and tells me and my brother not to get in the elevator. I stop look at the guys arm badge and it a sheriffs deputy. I tell him a sheriffs deputy. I don't have much respect for sheriffs deputies the New Sherriff I do , but not most deputies. I was mad. I had just as much right to that elevator as the lawyer and his dirt bag client. But I don't get belligerent I just talk. Their a line between belligerent and threatening and combative or expectable aggressive, or passive and loud. Even though I say I don't respect the sheriffs deputies to this cop I give him the appropriate respect when he told me I wasn't getting in the elevator I didn't and I backed off. That brings me to a question, I been trying to answer myself since I started this site. What is a good cop? While hold on to your seats, I figured out today after talking to that sheriff what a good cops is. In my opinion a good cop is a cop that doesn't allow people to push his buttons and can remain objective during the situation at hand. He holds himself together and doesn't fall apart out in the field. He might go to the station house or talk to his buddies and bitch about the situations that took place and blow off steam, but when he's out doing his job he doesn't over react and is calm and detached from the action he's intervening into or the situation he's interrupting and the situation he is creating. Now her comes the spoiler, I was planning to write this after my trip to Mickey Dees for food and Tim's for coffee today. While at Mickey Dee's, 2 Sheriffs, one rolls behind my parking space and one on the street in front of me slow holding up traffic. If that was an attempt to intimidate me because of this incident I withdraw my good cop thing for this guy, if he put you up to it It's still my definition of a good cops only it won't apply to him. If it was just you guys looking for a perp around my location, my mistake, if it was just curiosity nothing to do with anything my mistake. You know I have video camera in my truck. Today I was watching the News WIVB.com when they did a story about our Erie county sheriff Howard having to arrest one of his own deputies on a sealed grand jury indictment, because this officer had been accused of sexually abusing a man the cop stopped. I don't know of this deputy is a man or a woman but this is one reason I say: It is my belief that all police departments should have 24/7 video front view, rear view, and in police car front, and police car back seat with GPS recording with audio, and video not controlled by the police officer in the car. Neither should ever be shut off , and the memory unit should not be accessible to that officer either. They should be able to make copies from it, but never delete the original, this would protect police officer, police department, the public, and also last and least the criminals rights. I will say being in sales I learned this the hard way. In sales their are a lot of woman that work in sales that like to use their sexuality to further their sales, and their careers, even their boy friends careers. They may even give you sexual favors, or make it look like they will, but then don't and since some of these woman are control freaks if things don't go their way (they don't get what they want from you), even though they are the ones that initiate the sex, or relationship. They aren't beyond accusing others of sexual harassment over sexual situations that they initiated. This not only goes for sales woman but woman in business. Generally if you have the goods on these woman and they try this you just present it to them and they go away, and you feel nothing, but if it is someone you thought was your friend, someone you carried at work and mentored. Then it's a tough pill to swallow, a real hard lesson learned about the human condition and life. If this woman accuses you falsely but comes in the next day still wants your help, still wants to be friends, still keeps calling you at home, still shows you her ha nanu nanu. While then she's just trying to assert control over you so she can use you some more, but is too stupid or naive for her not to know that the relationship has ended, the only reason I still acted like nothing changed was to get my evidence on tape, then after a couple weeks of that, she found the tape recorder I left on my desk when I when to the bath room. I knew she found it because the male receptionist, her newest mark had a smirk on his face like he was going to get revenge on me because he had run out of the office one too many times crying, I don't want to lose to him again, by him he meant me( the last time this happened I suggested he do inventory instead of all of us having to tell him what to order all the time in product brochures at a meeting). Anyways I didn't really care if I was losing that job. I knew it was coming, and I had gotten the proof I needed on tape. The thing is even though I had the proof I let them go on saying the same lies, and false allegation because I figured the girl would land back in the mental ward where she spent years in as a teen because of her obsession with Michael Jackson, Michael Jordan and black men and all the fights she got in over them at Little Valley High school if I blew her out of the water. I even knew that she was illegally receiving unemployment benefits for her black boy friend that was working in Houston Texas and didn't bother to tell NY he got that job, and other felonies she was committing. You see I acted like the better person, my whole relationship with her started as being about being a Christian and a friend, then not judging her preference for black men once I discovered it. Not pounding her black boyfriends head in at the airport when he started saying shit behind my back, after she just cheated on him with a Canadian guy at the seminar in Florida. I could of just told the boy friend, but I didn't( I once though she was a lesbian, but she only looked at other woman's legs because she had a shoe fetish.) I never brought sex into the equation, I was helping her out of the goodness of my heart at first, she brought sex into the equation and from that point on in her mind our relationship became about her manipulating me threw sex, then it came about manipulating me threw threat reporting of sexual misconduct where there wasn't any on my part, if she left sex out of the equation completely I might be still carrying her work load at that same job today( I have since discovered that woman that are obsessed black men also seem to be obsessed with me, and I have learned I don't want to have anything to do with those woman in anyway, I don't want to catch diseases, I don't want my good will and effort being in vain, I don't want to be a crutch for a woman who can't get anything from her boyfriend but sex, supports his ass but gets nothing back, but the occasional beating if she's unlucky, also the std factor). You know when I was in high school guys had the ten foot pole rule, don't have anything to do with a girl that dates a black guy and I thought it was wrong, racist sounding and 30 years latter I realize the rules are their for a reason. (The only girl in our high school that dated a black guy Willie on the football team), was a girl from Springville that didn't go to our school but hanged in our school and was from a family of cops, her one cousin used & sold dope and became a Hamburg cop and got kicked off for going to kiddy porn sites, she ended up marring a white guy who also worked for me in sales at one time, he a real good guy. Anyways even though I had the goods on the woman I am talking about, and a lot of guys she was leading on while going out with the black guy behind their backs in WNY business would have killed the black boyfriend or her if I clued them in and I also could have reported her illegal activities which her boyfriend was a part of or discredited her at anytime with my tape recordings. I never did. Figure that. It's the nicest thing I've ever done for anyone, and its the worst thing anyone has ever done to me, and it never seems to goes away. I now know it's to much work loving someone, or being a friend to someone that loves you in some way but is crazy obsessed with another race, so 10ft pole it, it's not nice, but the rule was made for a reason, to protect you. I learned in sales to have voice activated tape recorder working on me at all times when I was alone with a business woman, sales person or client. Thus my belief that cops should have camera and voice recorders running at all times. When I had my pizzeria after this I had cameras and video taped ever thing that went on everywhere but the bath rooms. Yes, they did help me prove a girl that worked at my shops boy friend that stole money and other thefts, but my main purpose was to cover my butt from any false allegations when dealing with my underage teen employees.( People who deal with children or teens for a living are stupid if you don't video tape you, your employees and hang on to the tapes for 7 yrs, actually 7yrs after the date that the youngest child you are dealing with turns 18 yrs old courts have ruled children have statue of limitations runs 7 yrs after the day they turn 18 yrs old for law suites) So color me skeptical if I don't believe the validity of these on duty sexual abuse allegations leveled against this deputy( they didn't say anything about a kid being involved, so I will give him the benefit of doubt), unless there has been a pattern of abuse from the deputy in the past, and there is sufficient DNA evidence in this case in which case my opinion may change. I would also say if this officer is receiving therapy related to this matter, all that means is he is having a hard time dealing with the allegations and the hardest allegations to deal with by anybody, not just a cop is false sexual abuse allegations, but I will commend the District attorney and the sheriffs office for investigating the complaint, submitting it to a grand jury and not sweeping it under the table NO matter what the out come is lets give the cop his day in court. |
